Quality and Compliance Are Not Optional. They Are the Foundation.

At Starlight Healthcare, quality is not something we talk about. It is something we demonstrate every day through the care we deliver, the systems we maintain, and the standards we hold ourselves to. We are registered with the Care Quality Commission for our domiciliary care and adult services, and we are an Ofsted-registered provider of supported accommodation for young people aged 16 and 17. Both of these registrations are not simply legal requirements. They are public commitments to the people we serve.

The Care Quality Commission is the independent regulator of health and social care in England. It assesses providers against five key domains: whether services are safe, effective, caring, responsive, and well-led. Ofsted independently inspects our supported accommodation services against the Supported Accommodation (England) Regulations 2023 and Quality Standards, assessing the quality of provision and the outcomes for young people in our care. We welcome both regulatory bodies and the scrutiny they bring.

Our approach to quality is built around continuous improvement. We do not wait for an inspection to tell us what needs to change. We carry out regular internal audits, review our policies, gather feedback from the people we support and their families, and act on what we learn. Quality assurance at Starlight is an ongoing process, not a one-time event.

Keeping the People in Our Care Safe Is Our Highest Priority

Safeguarding is central to every service we provide at Starlight Healthcare. Whether we are supporting a child with complex needs, a young person transitioning out of care, or an adult living with a disability, our duty to protect that person from abuse, neglect, and harm never wavers. We take our safeguarding responsibilities seriously and work hard to make sure our systems, our staff, and our culture all reflect that.

Every member of our team undergoes an enhanced Disclosure and Barring Service check before they begin working with any service user. All staff complete mandatory safeguarding training before they start and receive regular refresher training throughout their employment. Our safeguarding policies cover adults and children separately and are reviewed and updated in line with the latest statutory guidance, including the Care Act 2014, the Children Act 1989, and Working Together to Safeguard Children.

We have a dedicated safeguarding lead in place across our services and maintain clear procedures for recognising, reporting, and responding to safeguarding concerns. All staff understand their individual responsibilities, know how to raise a concern, and are supported to do so without hesitation. We work transparently with local authority safeguarding teams, placing professionals, and other agencies to ensure that concerns are addressed swiftly and appropriately.

  • Enhanced DBS checks for all staff prior to employment
  • Mandatory safeguarding training for adults and children
  • Regular staff supervision and competency assessments
  • Clear whistleblowing and incident reporting procedures
  • Transparent communication with local safeguarding boards
  • Regular policy reviews aligned with statutory guidance
  • Mental Capacity Act and Deprivation of Liberty Safeguards awareness
  • A zero-tolerance approach to abuse, neglect, and discrimination

The quality of care we deliver is only as strong as the people delivering it. That is why we invest heavily in the recruitment, training, and ongoing development of every member of our team. We recruit carefully, check thoroughly, and support our staff continuously so that the people in our care always have access to professionals who know what they are doing and genuinely care about doing it well.

All new staff complete an induction programme before they begin working with service users, covering everything from safeguarding and medication management to person-centred care principles and communication skills. Staff working in specialist areas receive additional training relevant to the needs of the people they support, including learning disabilities, autism awareness, mental health, and complex care.

Our quality assurance processes include regular spot checks, service user feedback reviews, care plan audits, and management supervision. We also carry out unannounced internal inspections to ensure that standards are consistently maintained across all our services and locations. Any concerns identified through this process are addressed promptly and transparently.

Our quality assurance framework covers:

  • Pre-employment checks including DBS, references, and right to work
  • Structured induction and mandatory training programmes
  • Specialist training for complex and specialist care needs
  • Regular supervision and annual appraisals for all staff
  • Ongoing care plan reviews and outcome monitoring

  • Internal audits and unannounced spot checks
  • Incident reporting, review, and learning processes
  • Compliance with CQC Fundamental Standards and Ofsted Quality Standards
